As to the real difference between a freelancer and a consultant, the distinction can be hard to draw sometimes. While I could imagine a freelance web designer maybe going by the title "web design consultant", I couldn't see a freelance photographer going the same, "consultant photographer" just doesn't sound the same. :) Yes, “independent consultant” is pretty good.
